
Elcy Andre
Founder of Haitian Educators Association
First Haitian Teacher hired in Palm Beach County Florida
Elcy Moreau Andre was born and raised in Cap-Haitian, Haiti. When her parents moved to Port-au-Prince after her secondary studies, Mrs. Andre entered the Universite D’Etat DHaiti where she studies law for one year before moving to the United States. In 1970, Mrs. Andre settled in Long Island, New York with her husband Bernard and their four children. In 1982, the family moved to Florida.

In 1985, Mrs.Andre was hired by the Palm Beach County school system as a teacher for non-English speaking students at Lake Worth High School. At the time, she was the first teacher of Haitian-decent to be hired there. Since then, Mrs. Andre has served in a variety of position in the district—and in all of them she has acted as a bridge by connecting resources in the system and the community to the English language-learning students and families who needed them. Mrs. Andre has been an ESOL Consultant, a Coordinating teacher, an ESOL department Chairperson, and a Haitian studies resource teacher. A soft-spoken educator once stated: “I feel privileged to have a career where I know I’ve made a positive difference in the lives of students working to build a future for themselves and their families."

In addition, Elcy was a Board member for “For the Children, Inc., affiliated with the Refugees’ task force, the Crisis Response Team, the College Articulation Committee, the Project Lake Worth, the High School Work program. SAC, NABE, NEA and had valuable contribution to the African American curriculum writing team. She created this scholarship foundation in 2015 to help financially support the Haitian students in the county. Elcy M. Andre was a “Pillar of the Haitian Community” in Palm Beach County for her achievements and contributions to the community.
